臺(tái)灣方面采取的第二波制裁手段（second wave of sanctions）包含：發(fā)布菲律賓旅游警示燈號(hào)為紅色，不鼓勵(lì)赴菲律賓旅游或洽公（issuing a red alert on travel to discourage Taiwan people from traveling to the Philippines or doing business）；停止高層交流與互動(dòng)（suspension of high-level exchanges between the two economies）；停止菲方經(jīng)濟(jì)交流、推廣和招商活動(dòng)（suspension of economic exchanges）；停止農(nóng)漁業(yè)合作事情（suspension of fishery cooperation）；停止科技研究交流和合作計(jì)劃；停止航權(quán)談判（suspension of bilateral2 aviation negotiations）；停止菲律賓人士用東南亞五國(guó)人民來臺(tái)先行上網(wǎng)查核免簽手段（removing the Philippines from Taiwan's visa-waiver program）；防務(wù)部門及海巡署在有關(guān)海域辦理聯(lián)合海上操演。
