此次修訂《民用航空安全守衛(wèi)條例》（Regulation on Safety and Security of Civil Aviation），將背景調(diào)查（background check/investigation）等反恐元素納入其中，是將部門規(guī)章內(nèi)容升格到國務(wù)院條例層面。
